He is partly right. Speaking French gets you to the top of the list for federal government jobs. If you are a visible minority, disabled and speak french you are guaranteed a job regardless of qualifications.

We used to joke about getting whatever you wanted with the feds if you were a black, French female. Disabled and gay should be added to the quals list to modernize things.

DOn't know about gay but disabled is. They hire on a point system where credentials are not the most important thing.
