English is used in Punjab's schools. Had a couple of friends from there and that's what they told me.
I used to know German when I'd left school, but forgot most of it today. Just because you learn it doesn't mean you'll always know it. I know graduates who'd gone through French immersion and still can't speak it well, not even functional in it.

Defending official bilingualism does NOT give tacit approval to sweet fu ck all. This is one Country. It is made up of peoples from all over the globe. In my opinion, we should have ONE official language, not two. English only. If people want to keep the language of their ethnicity, more power to them, BUT, we can NOT run a country this size by pandering to EVERY language spoken in the 9.985 million km² that this country covers. The very idea of even attempting to do that is asinine beyond the pale.

I support that in principle, but I'll tell you this: it had better be an easy one to learn. Why? Because many would need to learn it as a second language. Contrary to your beliefs, most Quebecers aren't even funcitonal in English even after having learnt it in school. For two reasons. One, it's a difficult language to learn as the OECD report quoted above shows. And two, they don't use it locally outside of school because the entire community is French-speaking.
I've lived in central Quebec and can tell you I would not have survived without a knowledge of French.
Aren't the British and the French 'races' according to one definition of the term, at least according to the official lexicon of the B&B Commission Report?
