Yes America is slightly less violent than the third world.

But not in terms of mass shootings.

Mass shootings are kind of specific to America

In Sao Paulo, the police kill poor street urchins just to keep their numbers down. Even American cops haven't stopped that low.

Police shoot 1000 or so a year in America. Although some are presumably criminals

They shot 1000 but only killed less than 400? They clearly need more target practice. Their aim is currently so bad, we should consider de-arming

383 people were shot and killed by law enforcement the US in 2018 and only 136 in 2017.

Interesting remarks from the Australian Prime Minister who seems to be avoiding the fact that one one shooter they have is Australian.

While stressing that there is no evidence of a coordinated effort or heightened threat to Australian mosques or muslims, they have stepped up police presence throughout Australia.

Seems prudent.
