Most likely the moon will be colonized, but not terraformed. The moon's gravity is too weak to hold on to an atmosphere. However the moon is mineral rich and it requires less energy to move material from the moon into an orbit around the earth or the sun, than it does to move material from the earth.
However the first mines will likely harvest resources from asteroid and comets, which require even less energy than than the moon.
