Looks to me like eagle is proposing an illegal import/export scheme where the baseball is not declared on either side.

It goes something like this. Ball bearings and race are imported from China to USA then a seal is tossed in and three pieces go to Canada to be assembled into one bearing which is then shipped to USA be fitted in a transmission which gets sent back to Canada to be install in a car then the car is exported and sold in the US. Ea time it crosses the border it is a value added trade.

It makes for a wondeful bull**** on the books.
