As you should be able to see studies have been a high priority since 1981 and based on the index in the one referenced the only solution for the whole area is bigger prisons and not one word about the health effects of toxins such as black mold and the gasses found in live sewer systems.

Problems identified. We found that the Department has been aware of critical deficiencies at the Baffin Correctional Centre for many years. The centre has been the subject of studies and reports dating back to 1996, including a report from the Office of the Correctional Investigator. These reports have highlighted operational limitations and safety and security concerns for the centre’s inmates and staff, including

• overcrowding;

31. Planned renovations to the Baffin Correctional Centre. The Department did not replace the Baffin Correctional Centre, as set out in its 2006–07 fiscal year capital planning document. Further, the proposal for a $300,000 study to look at modernizing, expanding, and possibly replacing the Baffin Correctional Centre was removed from the Department’s 2010–11 fiscal year capital estimates by the Legislative Assembly.
32. The Department of Justice is currently proposing renovations to the Baffin Correctional Centre to make it suitable for maximum-security inmates and to address ongoing structural deficiencies. The Department estimates that it would cost approximately $8.8 million to bring the centre into compliance with the National Fire Code and other safety codes. However, the Department has not yet estimated the cost of addressing the need for maximum-security space at the centre.

It still biols down to certain segments of Canada is using certain groups of people in Canada for medical experiments without any consent other than their own right to use 'disposable persons' as live lab-rats and somebody is making money at it at the same time. Nor is it about to change anytime soon. That doesn't mean the two faced policy in place shouldn't be exposed for what it is. Cruel and unusual punishment. Medical experiments that go on for longer than 1 year is considered to be torture so rather than not do the experiments they are hidden or disguised as something else. In this case the overcrowding aspect is the decoy and bigger facilities are the solution while keeping them mould free seems to be of little concern.

That would be a natural effect of a population that is exposed to any toxin over a long period of time. They are in fact creating future clients for prisons in this case. This company is named in a few of the studies and I would assume the services are more of the same. Baffin Correctional Center is not listed as one of their projects let alone it being used to promote the firms ability to tackle difficult projects.[/FONT]

CONCLUSIONS
Based on the Triple Bottom Line evaluation and the Risk Analysis Option C is clearly the
preferred alternative.
Option D, despite a respectable evaluation at a high level, falls
short of Option C when drilling down into the TBL and Risk categories. Option C scores
strongest, or equal to Option D, in the very important TBL ‘Social’ category as well as
the Funding Risk and Operational Risk categories, which have both initial impact on the
project as well as long term impacts over the twenty year period of operations. These
facts, combined with being the overall scoring leader in both TBL and Risk categories,
prove Option C to be the preferred alternative.
There is a significant risk to health and safety with the current conditions
. Without
appropriate housing for maximum security offenders, both staff and offenders are
continuous subjected to increased risk. BCC has the infrastructural and security features
of a minimum security, low-risk adult facility; nonetheless, its population is mixed,
predominantly consisting of remanded medium to maximum security level inmates, and
inmates with mental health issues. At this time, the Corrections Division does not have
any maximum security beds in the Territory and rates of serious incidents are occurring
at an alarming and increasing rate. A person working in correctional services is
expected to accept a certain level of personal risk as a part of the inherit nature of the
clients they work with. However, there is also a reasonable expectation that the
employer will make every reasonable effort to see that risk is minimized. The conditions
of BCC and lack of maximum security space is such that it no longer allows for the
Government of Nunavut to adequately address and minimize this risk.
In March 2015, the Auditor General of Canada released their report on Corrections in
Nunavut. The report states that the Department of Justice has not addressed its most
critical facility needs noting the lack of appropriate maximum security space and not
addressing the poor conditions within the Baffin Correctional Centre.

probation and conditional sentences Corrections is required to supervise has risen from
1,192 cases in 2001/2002 to 1,726 cases in 2013/2014, a 45% increase. Similarly, Nunavut
correctional facilities consistently experience high annual admission rates with 193
admissions in 2001/2002 and 567 cases in 2013/2014, a 194% increase. These cases
occur in all of Nunavut’s 26 communities.
The current situation does not allow for the delivery of mandated correctional services
in Nunavut.
The
Nunavut Corrections Act
(1988) mandates that Nunavut must provide
treatment and training to incarcerate people in view of their rehabilitation, promoting
and providing programs designed to prevent and diminish crime within a community.
This has a negative impact on all of Nunavut’s communities. The community of Iqaluit in
particular is at increased risk due to the number of escapes that are occurring due to
inadequate outdoor security features.
Nunavut spends an inordinate amount of money on housing incarcerated
Nunavummiut outside of their territory through the use of MOUs with Ontario and the
Northwest Territories. Last year, the Government of Nunavut spent a total of $4.15 million
on housing inmates outside of the territory. For this year 2014/15, it is expected that
Nunavut will pay upwards of an estimated $4.33 million.
The Government of Nunavut
has paid a total of $15.19 million in past four years alone to house incarcerated
Nunavummiut outside of Nunavut.
These figures do not include the cost of escorts out of
the territory.
The Department of Justice must move to increase correctional capacity, particularly for
maximum security inmates, and remediate to significantly improve the condition of
BCC.
In view of the present Business Case, it is recommended to address BCC needs for the
next 25 years. Option A and B of the study are both short term solutions, they are costly
and do not address long term issues with MOU’s, overcrowding, recidivism etc. On the
other hand Option C and D answers these long term needs.
Option C is representative of a Campus with multiple facilities linked together. It is by far
the most effective way of reducing operational cost with less staffing and effectiveness
in moments of crisis. This option keeps in mind the renovation of the existing men’s core
facility and optimizes present site and infrastructure leaving adjacent property across
the street available for further programs and other considerations; whereas Option D is
a standalone facility on the adjacent lot, dissociated from the existing BCC core and
operations. The dissociation is problematic as it multiplies services, staff and increases
risk in transfers from one facility to another.
In view of the study and the inherent risks in delaying the process, it is recommended to
proceed as soon as possible with the design for an occupation of the facility by 2021. In
a long term perspective, investing in such facility will generate as much as ½ billion

criminality in Nunavut through Social and Family programs.
