You guys are really fuking slow. It would be whoever would do this to caged animals. That it happens to be the ones you see as being able to do no wrong doesn't impress me but you are here and the ones responsible aren't, deal with it. Mistreating dogs in Alberta is bad, doing this kind of abuse seems to get total silence because then you would have to do what is forbidden, lay the blame at the feet of the ones who caused this creature to be in this condition.
They want to control it. Really, the Saudi government is made up of religious extremists which you can see in their domestic policy. Also a lot of the terrorists tend to come from there specifically. Iran no doubt wants them reigned in as ISIS and most of the other groups are Sunni which is a threat to them. ISIS has made attacks into Saudi territory. Surprises me that they havent made much of a response. I guess there is no need with several western powers doing the work for them. Syria and Iraq definitely do. They are the ones losing the most in this fight in terms of territory, money and lives.

Military power is of little use to those who lack the heart to take the steps necessary to eliminate enemies, or the will to stay the course.

Btw, if I saw a living lion in the condition you cite I would kill it and butcher it so that its life would not be completely wasted. This would be both practical and moral.
