Presumably god will take care of everything, as long as the multi-billions of humans follow the proper rituals as laid down by the church authorities. But if enough people fail at that (a virtual certainty), then god can indulge himself in another of those Old Testament style mass murders of the unrighteous. The proximate cause, of course, will be ecological suicide caused by a plague of humans on the planet, but really, the true explanation will be that god did it as punishment for us not behaving properly. He's done it before, many times according to the Old Testament. Faith can explain anything, without regard for facts.
But to answer the OP's question simply, as Finder implicitly suggested we should (sorry Finder, but a question like that just begs for a little hyperbole in the answer): no, the Pope isn't on crack. But he might as well be for all the sense he makes. He's just a silly shallow man who's lived a fairly privileged and sheltered life and is thus a little out of touch with reality.
And another thought: I can't be the only one who's noticed that birth rates seem to be highest where the status of women is lowest.
