The BC SPCA is investigating after discovering numerous horses on a farm in B.C.'s Interior that were malnourished and near death.

Kathy Woodward, a protection officer with the animal welfare agency, said 16 horses were seized last week on a farm in the Armstrong area, north of Vernon.

The BC SPCA said the horses it seized had body conditions ranging from .5 to 1.5 out of nine. A spokeswoman said .5 doesn't even hit the scale. (BC SPCA)

She said the SPCA had been watching the farm for about a year after tips from the public raised concerns about the operation, which has more than 100 horses.

Woodward said officials noticed a dramatic decline in the health of several horses during the past several weeks, prompting the SPCA to visit the farm.

Some horses may not survive

She said the horses are in extremely bad shape and some may not survive.

"The horses that we took custody of, were between .5 out of 9 and a 1.5 out of a 9 on body condition score and, ah, 1.5 is emaciated. Point five doesn't even hit the scale," she said.

"It's devastating. They were mostly mares and foals that we took custody of and they were in very poor condition — huge concerns as to whether or not some of the foals will survive.

The SPCA is recommending charges under provincial animal cruelty legislation and the Criminal Code.

Woodward said the horses that were seized have been placed in foster care.

"We weren't prepared for having to take that number," she said. "They were in immediate need of veterinary intervention. Two were considered in critical distress. They would have died if not for the intervention."

The SPCA also plans to monitor the remaining horses on the farm.

The owner's identity hasn't been released.

"I believe he has raised horses for a good part of his life," said Woodward. "We have issued orders and will be returning to check for compliance."

I saw it on Global News the other night.............pretty sad!

I can't understand why anyone would keep the animals and allow them to get into this state.

They're definately broken or lacking of certain qualities. I think it's the same mental bend that allows people to keep garbage thinking they're going to use it or that it's somehow part of their history. Hoarding.

I've met people who profess to love animals and yet they haven't the first clue on proper husbandry when it comes to their choosen animal. That's not love. That's possession stemming from some sort of control issues. I also believe that some people use the word love when what they're really feeling is the satisfaction or self affirmation they get from the reaction of others to the items/creatures they own. Animals become trinkets and the individuals feelings of self worth are tied to the ownership of it. I guess that's a form of narcissism.

I wish the laws were much harsher on animal abuse.

Gotta wonder why the SPCA investigated for a year before thinking about maybe feeding the starving horses. maybe because it wouldn't make such a good headline?

I've heard conflicting reports about the S.P.C.A. from three or four sources. When I got my dog here in Vernon, the woman I bought her from, made me promise (she loved all animals) that if the day came when I could no longer keep the dog, I was to return it to her and under no condition give it to the S.P.C.A. I have to admit the S.P.C.A. facility here doesn't impress me. When I lived on the Island I also heard conflicting reports. I think they are probably very caring people but are just underfunded and there may be a couple of "bad apples" who give the whole outfit a bad reputation.

They have some weird ideas. Also have a hardon for pitbulls.

I don't know about underfunded but the staff is well paid.

The S.P.C.A has to follow strict laws. They are not legally allowed to seize an animal UNTIL they have warned the owner. By warn an owner they must post their notification of intent on the property for a minimum amount of time. They are able to give food and water to the animals and they do. However, if the owner expresses intent to rectify the currently unacceptable situation the S.P.C.A MUST allow them to. This takes time. They monitor. They notify, they start from the beginning again. I can only imagine the mental turmoil they must go through. Eventually you would become hardened to it or you would be unable to perform you job.

A lot of time their hands are tied by the laws in place to protect humans.

I also think that there are some individuals in the S.P.C.A that enjoy animal suffering. Pedophiles seek out churches, schools, and group activities that involve children so they have access. A psychopath who enjoys hurting animals would find good cover working for the S.P.C.A.

There are a lot of people these who are not as charitable as they make out. Saw a list recently of C.E.O. of charities and their annual stipends would blow your mind. I think there was one or maybe two exceptions. Sally Ann for sure.

Good thinking, Twila or perhaps just cruel people who want to give an impression of being otherwise. The process you related to seizing maltreated animals and dealing with negligent owners is exactly the same procedure we had to follow years ago to get rid of useless employees. It's just a "game" contrived to fail!:)

That is a large part of why we only donate locally. Sally ann always gets a fair chunk both personal and through our lions club for their food bank.

I agree, although I think "Children's Hospital" is fairly safe and I try to address the reality that the need is probably greater on the World scene. World Vision might not be too bad. Alex Trebek endorses it.
