Toronto has a lot of people. A single crime in a smaller city has more bang for the buck.
Very true. When my wife and I were looking at moving to Elliot Lake my wife's sister was aghast because it was such a "dangerous city" with a murder rate somewhat higher than the national average. Yeah, because it had one homicide in a town of about 10,000 people.

This ratio works on number of crimes per 100K people, not type of crime.

The 1 murder is ranked the same as 1 car theft.
