I think it's fucking ridiculous that you give Francophones rights at all.

We decided that all human beings have rights, and that within our borders, they all have the same rights.

If "illegals" have no rights, wouldn't the simplest way to deal with people the government doesn't like be to declare them "illegal" even if they were born in Schenectady to multi-generational Schenectady families, and fling 'em over the border? They'd have no right to a hearing to decide if the government was lying, or just wrong.
