Chavez did make some god points about the UN. It is ineffective and Lebannon is a good example of what the UN should be able to stop.
If the UN reformed was reformed to balance economic, military, religious, population forces... it might function better.
The veto system has to go. Nations may be able to opt out of participation in a split decision, but should not be able to prevent other nations from taking action by a two third majority.
The security council has to be expanded. India should be a permanent member by virtue of population. So should Indonesia, Brazil, Pakistan, Bangladesh...
