FREDERICTON — A Fredericton man accused of murdering two police officers and two civilians in an August shooting spree has been found fit to stand trial.
Matthew Raymond is charged with the first-degree murders of Fredericton constables Sara Burns and Robb Costello, and civilians Donnie Robichaud and Bobbie Lee Wright.
“The conclusion is, Mr. Raymond is fit to stand trial,” provincial court Judge Julian Dickson said Tuesday after receiving a report on a psychological assessment of Raymond.
In court, Raymond — dressed in an orange jumpsuit and orange sweatshirt and carrying a file folder full of documents — motioned a number of times that he wished to speak.
He stood and addressed Dickson.
“My name is Matthew Raymond. I am innocent,” he said, adding that his lawyers had failed to enter a plea of not criminally responsible.
“I should have been in the Supreme Court by the second court proceeding. This is a total violation of my rights. I should be freed immediately, these cuffs removed and these (expletive) ankle bracelets now. My rights have been violated. I should have been in the Supreme Court,” he said.
Dickson has imposed a publication ban on any information or arguments dealing with the application for the psychological assessments.
The case will be back on court Dec. 11, as the lawyers discuss a longer assessment for the question of whether Raymond could be found criminally responsible.
He is alleged to have fired from his apartment window with a long gun, killing the two civilians as they loaded a car for a trip on Aug. 10, and the two police officers as they responded to the scene.

Family members of some of the victims sat quietly in the court Tuesday.
During earlier court appearances, Raymond had said he felt he was not being defended by his first lawyer — Nathan Gorham — and tried numerous times to fire him.
Raymond suggested Gorham was withholding evidence that would allow him to be “exonerated” immediately because of temporary insanity.
Costello, 45, was a 20-year police veteran with four children, while Burns, 43, had been an officer for two years and was married with three children.
Robichaud, 42, had three children and had recently entered into a relationship with 32-year-old Wright when they were killed.
Former friends and acquaintances of Raymond have offered varying memories of the accused murderer, ranging from a boy who retreated into video games, a pleasant supermarket co-worker and an increasingly isolated loner in recent years.
Some business owners have described Raymond, who is in his late 40s, as becoming reclusive and occasionally unpleasant in the year before the alleged shootings.

FREDERICTON — A New Brunswick man accused of murdering four people, including two police officers, in a shooting spree last August has fired his lawyer and rehired a lawyer he originally dismissed last year.
Matthew Raymond is charged with the first-degree murders of Fredericton police constables Sara Burns and Robb Costello and civilians Donnie Robichaud and Bobbie Lee Wright.
The case was back in court Monday to deal with pre-trial issues, but there is a ban on the publication of the details of what happened and what was said.
It can be reported that Raymond has fired Alison Menard and rehired Nathan Gorham as his defence lawyer.
Raymond arrived at the courthouse wearing the same orange, jail-issued clothing he has worn at each court appearance.
He is accused of firing a long gun from his apartment window on Aug. 10, 2018, killing the two civilians as they loaded a car for a trip and the two police officers as they responded to the scene.
Eight weeks have been set aside for the trial in the Court of Queen’s Bench, starting Sept. 30.

FREDERICTON — A jury in Fredericton has found that Matthew Raymond is currently unfit to stand trial on four counts of first-degree murder.
Raymond is accused of killing Fredericton police constables Robb Costello and Sara Burns and residents Donnie Robichaud and Bobbie Lee Wright.
The four were shot to death outside an apartment complex on August 10th, 2018.
Fitness means that an accused understands the charges against him, the consequences of the case against him and is capable of instructing a lawyer.
Raymond will be sent for a 60-day treatment period where he will be given anti-psychotic medications to deal with his current condition. That treatment will be at one of two facilities in New Brunswick.
He will face trial on the murder charges once he is deemed fit.
During the hearing this week, the jury of four men and eight women heard from Alex Pate, an articling student who works for defence lawyer Nathan Gorham.
Gorham also played a number of audio recordings as evidence of Raymond’s behaviour both inside and outside the court, and read the report of forensic psychiatrist Julian Gojer, before calling another forensic psychiatrist, Dr. Scott Woodside of Toronto, to the stand.
Woodside spent about 10 hours with Raymond — doing assessments in November 2018, March 2019 and Sept. 6 of this year.
The details of the testimony are under a publication ban.
Following the jury’s decision, defence lawyer Nathan Gorham spoke outside the courthouse and said he was pleased with the verdict.
“We think it was a very fair decision, and we’re pleased to see that one of the important safeguards in our system worked properly,” he said.
“The fitness provisions allow the parties to raise the issue of fitness when there is reasonable grounds concerning whether the person by reason of a mental disorder is unable to participate in their defence, either by understanding the nature of the proceedings or by instructing their counsel,” Gorham said.
“It ensures we only have to do trials once and avoids mistrials or appeals by ensuring that the trial is fair the first go-around,” he added.
The lawyers and Court of Queen’s Bench Judge Fred Ferguson have stressed that Raymond will eventually stand trial on the charges, and a new jury will have to be empaneled for that trial.
The case is now scheduled to return to court Dec. 4, following the 60-day treatment period.
