No. But I don't see any mention of Alzheimer's here. And if he has it, a big raspberry to the reporters for even attempting to interview him in that state.

And he was just over 80 in 2005 if he is 90 today.

Well, if you want to hear what he says at 80 and 90 years old, and assume it represents what he's always thought and believed, I guess no one can stop you. I just think it's a pretty big leap in logic to assume he's always held this precise set of beliefs regarding aliens.

Former Canadian defence minister claims aliens refuse to share technology because of Earth’s wars, pollution

Paul Hellyer: Aliens would share technology if earth stopped wars

Former Canadian defence minister Paul Hellyer, the so-called highest-ranked alien believer on Earth, says that extraterrestrials live among us and they refuse to share their advanced technology due to wars and pollution.

Hellyer, who was a Liberal defence minister from 1963 to 1967 under prime minister Lester B. Pearson, went public with his belief in aliens on earth in 2005.

Hellyer, 90, told Russia Today last week that he believes there are 80 different species of extraterrestrials, some of whom “look just like us and they could walk down the street and you wouldn’t know if you walked past one.

“I would say that nearly all are benign and benevolent and they do want to help us, there may be one or two species which do not.”

Hellyer described a cosmos similar to that of Star Trek and says that there is a “federation” of aliens that has a rule to not interfere in our affairs — the same as Trek’s “prime directive.”

He adds that the aliens are rather unimpressed with us earthlings.

“They don’t think we are good stewards of our planet, we’re clear cutting our forests, we’re polluting our rivers and our lakes, and we’re dumping sewage in the oceans, and we’re doing all sorts of things which are not what good stewards of their homes should be doing,” he said.

With the millions of stars in this galaxy, It would be Blackleaf-like arrogance of us to think we could be the only intelligent life form in existence.
It does seem improbable on the face of it, but we haven't sufficient evidence to decide the matter definitively one way or the other. I don't think it's arrogant to consider the possibility that we might be the only intelligent life form in existence. Somebody had to be first, maybe it's us, and with the evidence available to us, it remains a possibility to be considered. Arrogance lies in the blatant assertion that we ARE alone, or we ARE NOT alone. In our current state of knowledge we do not and cannot know that. Whichever it turns out to be, I'd find either case about equally amazing, but in the meantime a reasonable person suspends judgment: "we don't know" is a perfectly satisfactory answer at this point, subject of course to the rider, "but someday we expect we will."

Sounds like the Reptilian theory. It's possible that he had dementia coming on when the internet was born and thus his modern day thoughts and beliefs are shaped by the many imaginative theorists on the web, including Reptilians. If one spends half of their waking hours reading that stuff, and has a form of dementia, a person could believe just about anything.
