I think I wrote a little more than that. Canada and the U.S. have problems that are not going to be handled by an underling no matter how many degrees she has. This is an obvious insult. Rice has no authority to solve anything so who needs her?

It is a matter of Protocol that should be followed. Canada is not a vassal state of the US, it is an equal, soveriegn country and should be treated as such.
