WASHINGTON (Reuters) - The United States, wary of potential "crossed wires" as China steps up its involvement in Washington's traditional sphere of influence in Latin America, plans to start a dialogue with Beijing on the issue.


Assistant Secretary of State Thomas Shannon, who oversees Latin American affairs, said on Tuesday he would visit Beijing in early April, ahead of Chinese President Hu Jintao's visit to Washington later in the month.

Shannon said the goal of his trip to China was to get a better idea of "how they feel about the Caribbean and the Americas."

He told reporters traveling with Secretary of State Condoleezza Rice to the Bahamas for a meeting of Caribbean foreign ministers that he would also go to Japan and South Korea.

"We're going to begin a series of conversations that will allow us to understand what the other is up to in the region, to make sure we don't get our wires crossed," said one official who is involved in organizing the talks with China but was not authorized to speak for the record.

China's quest for oil to meet surging energy demands and commodities for other areas of its economy are propelling expanding trade with Latin America. Chinese interests have included bids for Venezuelan oil, Chilean copper and soybeans from Brazil and Argentina.

The United States has long been closely involved in the region politically and economically -- despite periodic resentment in Latin America countries at the domineering presence to the north.

In an interview with Reuters, Deputy Secretary of State Robert Zoellick said that as its economic power grows, China wants a greater role in the world but is "trying to proceed in a way that avoids antagonism."

While they have growing economic interests in Latin America, the Chinese "don't want to be perceived in the U.S. as a threat in Latin America because that would be counterproductive," he said.

China's courtship of Venezuela, the world's No. 5 oil exporter, worries some in Washington given that Venezuelan President Hugo Chavez is one of President George W. Bush's fiercest critics and has ties with Cuba and Iran, both longtime foes of Washington.

A White House report on security strategy released last week described Chavez as a "demagogue" who uses Venezuela's oil wealth to destabilize democracy in the region.

While China imports small quantities of Venezuelan oil, a congressionally-mandated group, the U.S.-China Economic and Security Review Commission, has warned "this development may eventually affect the U.S. oil market, which now absorbs two-thirds of Venezuela's oil exports."

The White House report accused China of "expanding trade but acting as if they can somehow 'lock up' energy supplies around the world or seek direct markets rather than opening them up."

The U.S. official who spoke anonymously predicted that Venezuela would not be the most important part of Shannon's talks and said the new dialogue aimed to ensure that Washington and Beijing understood each other's interests in the region.

This includes talking about U.S. efforts to promote democracy and to link democracy reforms with development assistance, he said.

U.S. officials say Chinese arms sales to Latin American countries could be a problem. They said Shannon was expected to stress Washington's desire to see transparency and accountability in weapons deals.

Interesting. Will America come into conflict with this rising superpower.

It could happen, the break up of the Soviet Union took 50 years. And i wonder if empires, which America is can last like they did back in the B.C, are they only going to be around for 50 to 100 years and it is now China's turn to be a superpower and America is declining?

The U.S. has no given right to interfere in the dealings of sovereign nations. The exercise of their Munroe Doctorine has always led to the supression of the people while shoring up strong-arm dictators willing to take only a little chunk of the corporate feeding frenzy on resources. You would think that a 'free-market' nation like the U.S. would enjoy competition with China for the resources of Latin America. Instead, they try to propagate hate or fear against the most democratic leader of the Americas. Now the Americans are upset because China is taking away some of their arms market.

And by the way Japan are now the world baseball champions, something else they've been lying to us about for years, we've been gatting ripped off by US major leaque baseball for decades. China is an economic Super Power and is growing stronger by the day. It has not reached a military Super Power status yet but as the economic growth and the advancement of the Facsist like state apartus replaces that of the socialist one which hampered economic growth and the development of it's own military indestry I would not be surprised if The Peoples Republic of China starts to be a little more bold in the next few decades as it reliezes it's position in the world. Though India another regional power beside China may end up hamper China's growth to super powerdum.

I think Bush and the USA knows where China is going, and with both nations coming acceptance of free trade, neither nation can do that much to stop the other. Both nations are tied so closely together that a war between them or economic embargos would send both nations into a depression or at least a resession. China by adding more economic partners however maybe trying to ease there reliance of the USA, but complete divorce from the USA in the forseeable future could never be accomplished. President Nixon has ensured that this communist state would see it's day in the light as a capitalist nation, and Nixon's dream has come true. I wonder if in 20 years students will be learning Chiness in the highschool instead of Spainish or French.... Something to think about.

China supports every murder regime you can think of, from Mugabe in Zimbabwe, to Sudan, to North Korea. Pick a meglomaniacal psychopath (no, NOT Bush), and China is behind the throne.

Every single rotten practise you accuse the Americans of over the past 50 years, is currently being carried out by the Chinese, in spades.

If you like China so much, if you hope they "squeeze the lying eyes" right out of our best friends and allies, I suggest you move to Beijing and mouth off like an idiot.

Colpy, though I completely agree with you on many of the things you just said, The USA has indeed had and still supports many of the world dicatorships. Hell just hope over China and you have Nepal, Pakistan which are both dictatorships and are both militarily and economically supported by the USA today. I can come up with a much larger list, and skip over a few more nations to bring up more brutal dictatorships which the USA supports.

RESPONSE: likely Texas executes more than China. The U.S. certainly jails more of its citizens than any other nation. Poor blacks are incarcerated, not rich whites.
