I guess a lot depends on how much of that debt is an investment. My debt just doubled recently but then my assets increased about the same or maybe a bit more.

Borrow and spend increases consumption, which also increases imports.
That last point is not a bad thing per se and might even be a good thing as it lowers the value of the CAD so as to counter the increase in imports so as to stabilize trade. But the reason it needs to respond that way in the first place is to compensate for borrow and spend policies. Without borrow and spend, imports would not increase to begin with.
I wouldn't give the government too much credit.
