Latin American politics has been corrupt and ineffective for a couple of centuries. Unfortunately, Latin American nations inherited the political traditions of Spain and Portugal, two of the most corrupt and backward nations in European history. Add to that continual US interference in Latin American politics and an oligarchical political hierarchy, and you have modern governments that are still struggling to become true democracies.
