He can't even do that without politicking for his base. The tax credits he boasts of do nothing for those who need them. Theyhelp only those who can afford it in the first place.

They do lots for working people that pay taxes. Who else should get tax credits?

I do, indeed, mean that. Tax credits are useless to people who do not earn enough to take advantage of them. And that applies to a considerable part of the population.

Troll! The typical charge from those who are too ill informed or too obstinate to recognise a fact.

Signature of a new tax convention with Poland

The Government of Canada is committed to reducing tax barriers and encouraging increased bilateral trade and investment in order to create conditions for jobs and long-term growth. To this end, on May 14, 2012, Prime Minister Stephen Harper announced the signing of a new tax convention between Canada and Poland, which will help promote trade and investment between the two countries.

The current Canada-Poland Tax Convention was signed in 1987. Since then, Canada’s tax convention and domestic tax policies, and internationally accepted tax convention standards, have evolved.

The new tax convention will include modernized provisions that conform to current Canadian and international tax treaty policies, which is based on the Model Tax Convention on Income and on Capital developed by the Organization for Economic Co-operation and Development (OECD).


More specifically, the new tax convention will:
  • Further reduce tax barriers in order to encourage trade and investment between Canada and Poland;
  • Lower the maximum rate of withholding tax on dividends paid between companies from 15% to 5% and on interest payments from 15% to 10%;
  • Ensure the elimination of double taxation for individuals and companies doing business or earning income in the other country.
The new tax convention, which will replace the 1987 Tax Convention, will come into force once it has been ratified by both countries.
Canada has a wide network of tax conventions in force with 89 countries. The Government of Canada is committed to keeping its tax conventions updated and to negotiating new tax conventions, where warranted, to support the competitiveness of Canadian businesses abroad as well as to attract investment to Canada.

Canada-Poland Joint Statement on Energy Cooperation

The Harper Government is committed to establishing strategic partnerships around the globe that will generate economic benefits and knowledge in the energy sector.


To this end, on May 14, 2012, Canada and Poland issued a Joint Statement on Energy Cooperation following a meeting in Ottawa between Prime Minister Stephen Harper and Prime Minister Donald Tusk of Poland. The statement sets the stage for further co-operation between the two countries in commercial gas development, energy security, and environmental sustainability.

Canada and Poland already enjoy solid relations in the energy sector. The Joint Statement sets the stage for increased energy-related trade and investment between two countries. It also provides a platform for the two countries to explore further collaboration in the areas of energy policies and regulations, renewable and nuclear energy, carbon capture and storage, energy efficiency, and shale gas development.


Energy dialogue between the two countries will continue both on a bilateral basis and through international organizations such as the International Energy Agency.

In 2011, Canadian energy exports to Poland stood at $1.1 million while imports from Poland stood at $14.7 million.

Support for economic and democratic reforms in the Middle East and North Africa

The Government of Canada is committed to the promotion of free and open markets, and to helping advance freedom, democracy and the rule of law in the Middle East and North Africa. To this end, on May 19, 2012, Prime Minister Stephen Harper announced support for the following new initiatives that will help strengthen institutions, stimulate sustainable economic growth, and promote greater social and economic inclusion in the region: the Transition Fund, the Partnership for Youth Empowerment and Employability Project, the Youth at Work: Employment for Young Women and Men Project, and ratification of the expansion of European Bank for Reconstruction and Development’s (EBRD) operations to the Middle East and North African region.


Transition Fund
At the 2011 G-8 Summit in Deauville, France, leaders formed the Deauville Partnership for Arab Countries in Transition, which provides the framework for G-8 members and partners to continue supporting Arab countries in their transition to free and democratic societies. As part of its commitments under the Partnership, Canada announced today that it is providing $15 million from the International Assistance Envelope to the Transition Fund. The Transition Fund will provide grants and technical assistance to help accelerate economic and democratic reform efforts in the Middle East and North Africa (Egypt, Jordan, Libya, Morocco, and Tunisia). The Fund will be used to strengthen institutions critical to economic development. The World Bank, with support from the Islamic Development Bank (IsDB), will host the Fund.


Members of the Partnership also agreed to seek to expand the operations of the European Bank for Reconstruction and Development (EBRD) to the Middle East and North African region to enhance access to credit. On April 27, Canada, as a member of the EBRD, ratified changes to the bank, moving the Bank a step closer to expanding financing for economic development in the region.
Once a sufficient number of the Bank’s membership ratifies the changes, this will activate a “special fund” for investment in this region. This will enable the EBRD to invest up to $1.3 billion this year, and, with full ratification of the charter amendment, up to $4 billion over the next three years. This investment will bring the EBRD’s expertise in transition economies to the countries committed to economic transformation, supporting broad based private sector development, including the financing of small and medium sized enterprises (SMEs) and the creation of much-needed jobs. Canada is also pleased to be welcoming Tunisia and Jordan into its constituency at the Bank alongside Morocco.

Partnership for Youth Empowerment and Employability Project
Canada is providing $5.3 million over five years (2012-2016) through the International Aid Envelope to help increase employment and other opportunities for young women and men in Jordan by making skills training and education programs more accessible to young people. The project builds on Canada’s previous development efforts focused on reforming Jordan’s primary and post secondary technical education systems. It is anticipated that at least 2,500 students participating in the project will secure jobs. The project will be implemented by the Business Development Center, a Jordanian based non-profit economic development firm.


Youth at Work: Employment for Young Women and Men Project
Canada’s is providing $8.15 million over four years (2012-2015) through CIDA’s International Aid Envelope to support Morocco’s efforts to address youth unemployment and establish greater social and economic stability. Canada’s support will help strengthen education and skills training programs so that young people obtain the necessary skills to secure jobs and start new businesses. It is anticipated that these efforts will help close to 85,000 young women and men secure jobs. The International Labour Organization is Canada’s partner implementing the project.

PM confirms firm end to Canada's military mission in Afghanistan


Prime Minister announces funding for Afghanistan National Security Forces

Prime Minister Stephen Harper today confirmed that Canada's military mission in Afghanistan will come to a firm and final end once the current training mission concludes on March 31, 2014. The Prime Minister made the announcement at the North Atlantic Treaty Organization (NATO) Summit in Chicago.


"For more than a decade, the brave men and women of our Canadian Armed Forces, the RCMP, and many dedicated public servants and civilians have made enormous sacrifices to assist the Afghan people," said the Prime Minister. "Canada will honour its commitment and complete its current training mission but our country will not have any military mission in Afghanistan after March 2014."

To ensure the future stability of a secure and democratic Afghanistan the Prime Minister announced that Canada will provide financial support to the Afghanistan National Security Forces (ANSF).

“Canada plays an integral role in ensuring that Afghan National Security Forces are well-trained so they can assume full responsibility for their own national security,” said Prime Minister Harper. “The support being announced today will help sustain these Forces by ensuring they are well equipped beyond 2014.”

Canada will contribute $110 million per year over three years (2015-2017) towards helping sustain the ANSF. Canada joins a broad international coalition of NATO and non-NATO partners in supporting the ANSF. Canada will insist on strict accountability measures for this fund.

The Prime Minister added that the Afghan Government must continue to demonstrate its commitment to meeting international human rights obligations, combating corruption, strengthening the rule of law, increasing tolerance of religious freedoms, and protecting women’s rights as enshrined in the Afghan Constitution.

Canada’s ultimate goal is to sustain the gains that have been made as a result of the sacrifices of Canadian troops and help Afghans rebuild Afghanistan into a viable country that is better governed, more stable and secure, and never again a safe haven for terrorists.

Hunting and Angling Advisory Panel

The Government of Canada is committed to nature conservation and the protection of endangered species and wetlands. To this end, on May 30, 2012, Prime Minister Stephen Harper announced the organizations that will sit on the newly created Hunting and Angling Advisory Panel, which will help inform conservation efforts in Canada.

“Thank you very much, greetings everybody.
“Thank you for that warm welcome, it’s really a delight to see so many colleagues, past and present, so many old friends from across Saskatchewan and different parts of Western Canada.
“What a great day this is, it really is.
“I want to say my greetings to Minister Ritz, to Saskatchewan Minister Lyle Stewart, to Parliamentary Secretary Anderson and to everybody, as they say, from my Cabinet and caucus colleagues.
“I’d first like to begin, ladies and gentlemen, I know we’d all like to begin by thanking you, Mrs. Walde, and Robin and Brenda and all of Art’s family, for their generous hospitality here today.
“As everybody here knows, the Walde family has been committed to this cause for decades, and it is appropriate that we should be celebrating this occasion on their property, so thank you very much.
“I also want to thank Gerry, not just for his kind introduction, but for getting me out here today.
“As I said, it’s a great day to be in Saskatchewan, a great day for Western Canadian farmers.
“A great day for all who have fought the good fight.
“Welcome to Grain Marketing Freedom Day.
“They said it couldn’t be done.
“But, we did it.
“Together, we have delivered marketing freedom for Western Canadian farmers.
“Never, never, never again will Western farmers - and only Western farmers –growing their own wheat on their own land be told how they can, and can’t, market their products.
“As everyone here knows, we have worked hard for many years, through many elections, with the overwhelming support of Western farmers to right this wrong and to see this day come to pass.
“But, I’m also here today to address another wrong, one that is closely tied to all of this.
“As you know, the fight to end the Wheat Board’s monopoly, Gerry made some reference to this, was not won without cost, without a price being paid by people who had the courage to challenge the injustice of the law by placing themselves in violation of it.
“Their acts were purely symbolic, of course.
“They did not riot.
“They broke no windows.
“Nobody was assaulted.
“No big profits were collected.
“No, just a few loads of grain were driven across the border, sometimes just a token sack of wheat in the back of a pickup truck.
“In one case, it was a gift of grain to a 4H Club.
“But, for acts such as these, those farmers were charged, they were hauled into court - literally in chains - convicted, fined and jailed.
“They were threatened.
“Equipment was seized.
“Lives were interrupted.
“But let me be clear about this.
“These people were not criminals.
“They were our fellow citizens.
“Citizens who protested injustice by submitting themselves peacefully to the consequences of challenging that injustice.
“Those consequences are what was wrong, and those wrongs we shall address today.
“Friends, to the authority of the Crown falls an ancient power, the Royal Prerogative of Mercy.
“It is a rare and significant thing for this power to be exercised.
“Well, ladies and gentlemen, today I am pleased to announce that it will be exercised.
“A group of farmers convicted under the old, unjust legislation of the Wheat Board monopoly will be pardoned by the government.
“For these courageous farmers, their convictions will no longer tarnish their good names.

“Let me just say this of these Canadians.

“They held firm.

“Their courage of conviction never faltered.

“And it is to them that much of this victory is owed, because it is to them that the consciousness of the country on this issue was really raised.

“And friends, by standing with them and by enabling Western farmers to freely market their wheat and barley, our Government has kept a solemn promise that dates back to the earliest days of our movement.

“And so, we have given justice to Western Canadian grain farmers.

“Our Government has simply given to Western Canadian grain farmers the exact same freedom that already belongs to similar farmers in the rest of this country.

“So what we have is dual marketing, something long supported by the vast majority, by virtually all, of the Members of Parliament whom the farmers in this part of the country elected, and long denied principally only by Members of Parliament whom farmers in this part of the country had not elected.

“But no more.

“Now, our Government, as you know friends, did not do this alone.

“I’d just like to single out a few, is Charlie Mayer with us today?

“What I want is, if Charlie were able to be here today, Charlie should be remembered, he was minister responsible for the Wheat Board a couple of decades ago, and Charlie was the guy who first took oats out from the Board’s monopoly, that was the first dent in the armour.

“So we thank Charlie.

“I also want to thank the pro-marketing-freedom members of the CWB’s Board of Directors, they held firm under enormous pressure and friends, you have no idea how much pressure.

“So please give your thanks to Jeff Neilson, Henry Voss and Jim Chatenay.

“And of course, our hosts today, the Walde family, stood tall and proud as they challenged the monopoly that is no more; and I’m sure that Art is looking down and smiling from ear to ear.

“So we think of him today.

“Now for me, I really should be recognizing all the members of caucus, past andp resent, who have fought for this, because things don’t get through Parliament without everybody putting their shoulder to the wheel.

“But it is a special privilege to recognize two friends and colleagues in particular.

“First of all, friends, not in 50 years have Canadian farmers had a champion in Ottawa like the Honourable Minister Gerry Ritz.

“Friends, he has your back.

“It was Gerry who got Cabinet approval for the Marketing Freedom for Grain Farmers Act and who tabled it in the House of Commons.
“Right by his side stands another proud Saskatchewan farmer and Parliamentarian, David Anderson, MP for Cypress Hills – Grasslands.
“David has long fought hard for marketing freedom for his fellow farmers.
“And, as the Parliamentary Secretary for the Wheat Board, I don’t know if he’s going to keep that title or not, we still have the Wheat Board, he steered the legislation through the various stages of Parliament.
“And friends, I should tell you that the push to formally pardon farmers charged with violating the Wheat Board Act came from none other than David Anderson, so please give him a hand for spearheading that.
“Friends, marketing freedom matters.
“You know this well, Gerry and David - and all our MPs - know this very well.
“It will open the door to new investments and to value-added opportunities for Western agriculture.
“Indeed, it has already begun to do so.
“And not a moment too soon.
“As we all know, we’re in a global economy that is very fragile.
“But one of the many strengths that this country has is a solid and dynamic agricultural.
“Our Canadian farmers – in all provinces – are one of the foundations on which the strong, stable Canadian economy is built.
“And friends, you have my assurance, that our Government will continue to stand with farmers here and right across this country.
“Now look, let me just conclude by saying that this truly is a great day, but it really is all about the future.
“I have made it clear to everyone in Ottawa that having a majority does not mean it is time to take the foot off the gas.
“On the contrary, it’s time to put the pedal to the medal and to get things done.
“So as you celebrate today’s milestone, let’s never forget that Canada’s best days, and of course a new era of freedom for Western farm families, lies ahead.
“Thank you very much.”

What a piece of work this man is. Freedom for Western Farmers the great majority of whom opposed his idea of freedom. An idea that comes from readings of Ayn Rand and abridged versions of Hayek ( he lacks the intelligence to study the full content).

And, just like the Germans alluded to earlier in the risible statement that Hitler was a Socialist, it draws the applause of all those who are either too stupid to see through him or too lazy to try.
