US had many thousands of troops in Vietnam by 1963.
The question was about keeping Canada out of Vietnam.

There would be no pressure on Canada to join until after the Gulf of Tonkin at the earliest.

Speaking of Americans and violence, I had the honor and privilege of picking up the tab at lunch today for a World War II vet. He served a four-inch gun on a destroyer, hammering the Nazis at Normandy.

As I said to him "Seems like lunch ain't much to offer for my freedom."
