First off, beaches weren't closed untill the idiot millenials decided spring break and getting drunk was more important than following the social distancing rules. Packed the beaches as if all was normal and ended up getting infected and bringing it home with them. So you want to blame someone, blame the idiots that caused this in the first place.

The beaches on the west coast of Vancouver Island in Pacific Rim National Park are never crowded to the extent of Florida beaches in spring break . For that matter Long Beach is never as crowded as Florida beaches .
Just the parking lots. Beach is open. Besides we are using Long Beach parking lot for a lay down. Actually all national parks are closed as are most provincial ones.
