Because the retailer entered, willingly and freely, into an agreement with the mall.they are not stats in all provinces...a Stat means everything but essential services is closed...unless you are designated a tourist area in which case you may remain open and be fine free, but you don't have to be even if the mall is open they can not as a mall force the retailer to participate

yup, and when they make it a stat and all of the malls are closed the two of you will still be wrong on whether or not the stores will be closed or open....there are already days when the malls are closed...I get that the two of you are freedom fighters for the mall owners....that's nice but the malls still are closed on certain days and Remembrance Day will be added to the list...

BTW, making it a stat will not force anyone to close their store. I am not against or for making it a stat. I am against forcing people to do what YOU want them to do and to THINK what you want them to think.
