Actually, Israel was not at all surprised.

According to Golda Meir, the IDF was well aware of the impending attack.......but cabinet decided to NOT take pre-emptive action, as that tactic had outraged the world in 1967. The Israelis decided to depend on the Bar Lev line and the Sinai buffer zone to blunt any attack, and blunt world criticism of Israeli military action.

Almost a fatal mistake.
