They would be Reps. Pete Sessions (R-TX) and Mike Fitzpatrick (R-PA). The story is this: Sessions and Fitzpatrick did not take the oath of office on the House floor with the rest of the members (instead they took it in the underground Capitol Visitors Center in front of a television that was showing the oath ceremony that was going on, on the House floor). This is apparently against the rules, and means that neither Sessions nor Fitzpatrick were duly sworn in as members of the House. And that means all votes that Sessions and Fitzpatrick have since taken are void.
