SACRAMENTO, Calif. - A long-shot proposal to break California into six separate states would also divide rich and poor, according to a legislative analysis released on Wednesday.
The plan, which supporters hope to put before voters as a ballot initiative this November, is backed by Silicon Valley billionaire Tim Draper, who submitted 1.3 million signatures in favor of his proposal to Secretary of State Debra Bowen last month.
"At least initially - and perhaps for many decades after their creation - the six proposed new states would have widely varying income levels," said the report by Legislative Analyst Mac Taylor.
The wealthiest of the proposed new states would be "Silicon Valley," comprised of the affluent, pricey tech hub near San Jose, along with San Francisco.
That state would have a per capita income of $63,288, twice that of the poorest region and a third higher than California's current per capita income of $46,477. A state of Silicon Valley would bring in $2,168 per person annually in income taxes, the report showed.
The poorest of the new states, to be carved out of the agricultural Central Valley, would have a per capita income of $35,510 and bring in $472 in income taxes per resident. Jefferson, to be carved out of the northernmost California region near the Oregon border and named after the third U.S. president, would have per capita income of $36,147, and garner income tax of $463 per person per year.
West California, which includes Los Angeles, would fall in the middle, with a per capita income of $44,900 and annual per capita income tax of $1,116.
Draper, who has funded the campaign, says his plan would create a more business-friendly environment, solve the state's water issues and ease traffic congestion.
But the idea has raised bipartisan hackles across California, and opponents say it stands little chance of gaining voter approval. Even if it does, it must still be passed by Congress, which opponents say is also unlikely.

They should make everybody migrate from one to another every year just so racism doesn't creep in. Dry as Death Valley everywhere (as in Chili precep per decade is an inch) Still it has a port and roads leading to the interior.

Hispanics are the majority in California and if this happened the Senate would have more Democrats in it. A patriotic majority like that will remove the Republican created stalemate and be good for the USA.

All I see this doing is creating thousands of more redundant jobs for bureaucraps that would otherwise spend their miserable existences serving tacos. Anyone given any thought at all to financing all the new state legislatures?

No, they aren't. Only just over a third - 34.3% - of people in California are Hispanics.

In total, 74.0% of Californians are white (39.7% Non-Hispanic White, 34.3% Hispanic White)

California, Texas and Arizona should be given back to Mexico.........

And the 13 original states should be given back to Britain. Hawaii should also be given back its status as an independent kingdom.

If the Yanks gave back all the land which they stole from other countries the USA would probably end up consisting only of Alaska and Louisiana, which they bought Russia and France respectively.

But we'll damn well keep New Mexico, Utah, Nevada, and Colorado!

And. . . ahem. . . don't mean to be presumptuous or forward there, Mr. Tay, but as long as you're giving back land. . .

Though I certainly see the inherent justice in your desire to take the land from English genocidal thieves and give it back to Spanish genocidal thieves.

I've put in an e-petition on HM Government's website about the issue of the 13 original colonies being given back to their rightful owners in Britain. Like all e-petitions, should it receive a 100,000 signatures it may be discussed in parliament. I'm sure it will receive the required number of signatures and the topic of Britain taking back the 13 colonies is something that will be discussed by MPs.

I know that the Americans have asked the Duke of Westminster for a freehold of the land that their embassy is based on in Grosvenor Square in London. The Duke of Westminster owns the lands that the embassy is on. However, the Duke told the Yanks that he would give them the freehold only if they give him the state of Virginia, which they confiscated from his family after the War of Independence. The Duke still refuses to give the Yanks the freehold until they give his family back Virginia. It seems fair enough to me. It's just rather unfortunate that the Yanks have so far refused to give back the state of Virginia to its rightful owner, the Duke of Westminster.

Someone needs to circulate another Petition to recall Gov Moonbeam and several of the corrupt California legislature members. 3 members are now convicted of crimes and while suspended are receiving full pay until their terms end.

Fukking brits never owned the 13 colonies. All they did was squat on land belonging to my forefathers.

And spread their diseases.

You have something against tacos? This would create a shortage of taco servers however.

California has the largest concentration of poverty in the US. It also has the greatest concentration of wealth. Twenty-five percent of the residents are officially classified as poor. Less than half of the residents are middle class. The state primarily consists of older white people who are relatively wealthy, and younger brown people who are relatively poor. The older white people are relatively well educated. The younger brown people are largely uneducated. There is no majority in California. Latinos are the largest group. What do these facts tell you about what the future of California will be like? Have you ever been to Caracas, São Paulo or Bogota?

None of this matters to me any more. I live by a bay, on the edge of a huge redwood forest, with mountains in the background rising two thousand feet above sea level. There are more than 300 sunny days per year. Mine is a separate reality. Après moi, le déluge.

It is a demographic milestone signalling the changing face of America: this month, Latinos will overtake whites to become California’s largest racial/ethnic group.
They will officially make up 39% of the country’s most populous state, edging past the 38.8% who are white non-Hispanic, and dwarfing the Asian American and African American communities.
Demographic ascendance is producing a fast growing ethnic voting bloc nationwide. The Latino electorate, which cast ballots in record numbers in the 2012 presidential election, is expected to double within a generation. “An awakened giant”, declared the Pew Research Center.

And you can bet the Democrats will take full advantage of it if the state was broken up into six parts. They will control the Senate and House and the political climate will turn more patriotic rather than Republican. Should be very good for the USA's future.
