Depends on the medium. TV has one. Movies another. FM stations another. The CRTC should be more clear in their demands.

A world without America is good, that way France would have the world's most powerful military, that is unless China or England or some other country with either huge numbers or incredible training takes over. I guess you kinda do need the US just for the $538 billion dollar intimidation factor, cause NATO only has $853 billion dollars, most of which belongs to the States.
