I should also add that not all clouds are made of snow, some are simly small rain droplets.
The interpreter said the snow scattered in the high parts of the atmosphere; he may have meant the cirrus clouds (which are constituted of ice crystals) and the alto or middle clouds (that are constitued of ice crystals and water droplets).
Then another cloud and hot wind come under that snow which will lead to the melting of that snow, which in turn will lead to more coalescence of water droplets causing the formation of large drops and the falling of rain.
Moreover, they say that the high cirrus clouds contain ice only, and that it does not usually rain, then where will such cloud go? Then it will accumulate and increase day by day until all the atmosphere will be surrounded by a very thick ice cloud; because they say it will not cause the rain fall!
