Legally? It’s not like there’s a directory of cell numbers for specific demographics outside of, let’s say, individual university databases.
Probably tucked in the "disclosures" section nobody reads on the form.
Or not. I'm not aware of any law against giving out a phone#(s) and names you've come into possession of. Leastways not in AZ.

Well, I got rid of our landline due to spam/scam calls. Guess what, I get them now on the cell. Those "A" holes get the numbers somehow.
It could be the one of the wackjobs in the student union (I am assuming every student union has them -- they did when I went to university) or somebody sending the texts on the behalf of the Democrats.
I get political calls all the time. I've never given my number to any party.
But Google knows if I use 3-Ply.
Up here, things were really casual until about 15 or 20 years ago and then the pendulum swung to the extreme beyond extreme for privacy and confidentiality, & thus that line of questioning from this side of the border. Things that are beyond comprehension as being labelled as privacy or confidentiality…to the ridiculous degree, are labelled as privacy and confidentiality.
Up here if somebody gave out a phone list of everybody’s cell numbers for an organization to a political party, somebody would be getting fired. Different rules in different places at different times I guess.
Here’s an example. For many many years, I was the second party collection agent. I would physically go and hunt people & their stuff. If I needed to get a hold of the landlord for a specific residence or property…I could phone the property taxation department, but if I asked who owned the property I would be told they couldn’t tell me…but if I asked who paid the taxes on the property, they had to tell me.
I don’t think any of the laws or rules have changed, but they sure as hell won’t tell you now, and the claim will be because of “privacy and confidentiality” as a blanket, cover your ass statement whether it actually applies or doesn’t… even in situations where they legally have to give you an answer they can claim privacy and confidentiality.
