Two tier Schooling. All the lower classes have enough to fill out the and the intelligent ones can dream up a lot of forms that need to be filled out, all the time. Time and safety and costs considered homeschooling with a central network would let the lower requirement be met just by daily use of the net. Trades are based on 'watch me and then you do the same' so video is the ideal.
As far as skills that help you think on the spot, it would have to be one that allows the established theory to be challenged to it's very core. For the life of me how that could be done remains a total mystery, no matter how many people hear the question the solution remains very elusive so apparently man is doomed by our own hand, . . .

Why does a community that is at a certain schooling level in 1965 get smarter for 10 years and then the grades gradually go downhill as far as getting as many facts and figures as soon as possible it is promoted that they are meaningless. That allows a fake history to be inserted without much opposition. (as well as set things up so a certain event happens 70 years in the future)
If the technology and materials all improve and the graduate is clueless that is how it is designed to be rather than that student outsmarted the whole education system.
Social experiments are always taking place, try this one, an old folks home that take people in when they retire at 65. In between all the old people is an orphan (with an eye to avoiding races getting into groups). At the end of the 1st 50 years would the orphans have an education level that was different than Public School if no changes were made from the way it is now. I think the closeness to educated adults will have the children get much smarter just through the watch and do the same principle. Kids would flock around the same old times and avoid the insane one all by themselves.
In a setting that is 24/7 would a 16 year old orphan be seeing children from families running away from home to join an 'orphanage- admined by disarded old people'. lol (when something is not working right the exact opposite might be how it should be running so it doesn't break down) No ready examples, sorry.
At 20 if 2 orphans got married would they stand a better chance of staying married in a stable marriage??

BC teachers are currently thinking about striking even though they basically own our lefty government. Gives one an idea of just how far teachers are divorced from reality. Currently they are second lowest paid in Canada @ $96000 + bennies. Tradespeople have to work more than 40 hr weeks 50 weeks of the year to make that kind of money.
Time for a complete rethink of our education system including wether education should be a provincial of federal jurisdiction. My view being that a student should be able to move from Gander Newfoundland to Pt Hardy BC and be within a day or two of the same place in the curiculium.
