I would say it starts with worshipping or at least admiring Adolph Hitler, wouldn't you? Or are you going for a more generic 'Fascist' as an insult. Fascists are not synonymous with Nazis. But being a Fascist also requires a certain philosophy on economic and government as well as racial issues.
