John Ivison: On Trans Mountain, Morneau has called Kinder Morgan's bluff

When it comes to spending public money, governments are generally more emptor than caveat.

So who can blame Kinder Morgan for trying to upsell Ottawa on the Trans Mountain pipeline? Simply put, Justin Trudeau needs it more than does Richard Kinder, who didn’t become the richest man in Houston by missing an opportunity to sell into a buyer’s market.

In a three-hour meeting in Texas last week, Steve Kean, Kinder Morgan’s CEO, is said to have played hardball with Canadian finance minister Bill Morneau.

The conclusion Morneau and his advisers reached is that Kinder Morgan is trying to back the federal government into a corner so they can sell Trans Mountain to Ottawa for a price well above its market value.

This explains Morneau’s announcement Wednesday morning that the federal government will backstop the project with a full indemnity from losses that are “politically motivated” — which means that if the pipeline’s operator loses money because B.C. Premier John Horgan’s actions create opposition to its construction, Ottawa will give them that money back. (It’s not clear what might happen with losses stemming from Indigenous protests. Are they “politically motivated?”)

Crucially, Morneau said that if Kinder Morgan still isn’t satisfied, the feds will make that indemnity transferable to others who might be willing to take on the project.

“We think plenty of investors would be interested in taking on this project, especially knowing that the federal government believes it is in the best interests of Canadians and is willing to provide indemnity to make sure it gets built,” he said.

What is absurd is the Liberals attempt at cover up their mess and continual non-action by promising to "indemnify" losses" caused by "unnecessary delays", whatever that means.

Kinder Morgan appreciates the Liberal Governments acknowledgement of the uncertainty created by the B.C. Government's stated intentions to 'do whatever it takes to stop the Trans Mountain Expansion Project

..."We appreciate his recognition that a private company 'cannot resolve differences between governments,'" CEO Steven Kean said in a written statement.

"We remain steadfast in our previously stated principles: clarity on the path forward, particularly with respect to the ability to construct through British Columbia, and ensuring adequate protection of our KML shareholders."

Absurd indeed!

And speaking of lies. What a load of horseshit that was. Right now as things are, the only pipeline that would truly benefit Canadians is an eastern flow pipeline. Selling that oil to China instead is in China's interests. And as we known, Trudeau sure does admire that Chinese dictatorship.

You’d have thought $4.5 billion in public funding would ensure an immediate reboot. But this is Canada. There were more delays. Now we have an answer — work begins in earnest at the end of July (blah blah blah blah blah....)
They also note that deadlines may change (no kidding?) and that regulatory approval is required before works starts.
It sounds ominous, after what this project has been through, but these are technicalities.

I fail to see how a pipeline that will feed China is in the national interest when a pipeline that will feed Eastern Canada is not.

Meanwhile, pre-Trudeau you were one of the ones jumping on the bash Canadian oil bandwagon. Now suddenly you're all "We need to sell our oil to other markets".

If it could be upheld by Canadian law - and if that was all it took - then it would have been completed long ago.

What needs to happen is for the government to somehow circumvent Canadian and indigenous law.

The government just wrote off several billion dollars in loans to GM and Chrysler that Harper gave them in order to help them out with the the insolvency of the western world thing.
