Can one realistically evaluate a person in his 50s based on some stuff he was reputed to have done as a teenager? I know I did some pretty stupid shit before age 30 that I haven't dreamt of doing since and I imagine I'm not the only one in that boat. Experience can be a great teacher.

While that's not necessarily a bad idea per se, it would be a good idea only if we also make it more difficult for a person to enter an LCBO. In other words, I want him to prove that he now understands how harmful recreational cannabis is. From what I can see in his policy proposals, it's not all that clear how well he understands that.

I would agree that he probably bears watching, but with an open mind as to what would be found.
I can tell you from watching a close loved one and how cannibis change them that it is dangerous. It changes one's behaviour and not in a positive way.
We still need to consider his past. He said he wants cannabis sold in LCBOs. With his past, he should understand how people could interpret that and so pre-empt misunderstanding by emphasizing what kind of checks he might implement at LCBOs to do that. Of course we'd question any candidate on the matter, but especially one who'd sold it in the past to be sure he does understand the harms that drug can cause.
I would suggest we manage cannabis similarly to how Singapore manages gambling. In other words, to enter a cannabis shop, a person would need to apply for scannable ID card and scan his facial image. Then he'd need to scan his card and fingerprint each time he enters a cannabis shop and the shop should have facial-recognition cameras as a back-up in case he somehow gets past the gate unchecked. Any person on a self-exclusion list should not be allowed in and the shop should pay a heavy fine for letting any self-excluded person in and risk losing its business licence if it happens too often.
If a merchant wants to sell it, by all means, but only to those who want to be able to access it. An addict should have a way to opt out and anyone caught providing it to him should face the legal consequences of their actions.
