I just read the article. It sounds like your Health Care was in shambles back in 1992. Have they managed to fix that yet? It seemed like the problems were much deeper than Americans supposedly tapping into your system illegally. Did you also read that it was Canadians allowing Americans to use their cards? Anyhow... it is 2018 and I hope Canada has straightened out their Health Care System. It sounds like it was in total disarray way back then.
