The fault really lies with the senior bureaucrats that decided this is the system to go with and approved payment before it was proven to work. Not much of this is done at the political level.

Harper is not to blame. It's been over two years since the Liberals formed the government. They were supposed to fix it. Heck, they said they would. They haven't. Stop paying them and the senior staff until things are corrected. Stop pissing around.
