The federal Liberals are preparing to loosen the rules for bringing in foreign workers to Canada, having heard from businesses that say they can’t find local workers to fill jobs.
But new numbers from Statistics Canada show that the labour shortage some employers have been complaining about is evaporating, even as the feds prepare to expand the temporary foreign worker program this fall.
The number of unfilled jobs in Canada fell by about 18 per cent in the first quarter of this year, from the same period a year earlier, StatsCan reported on Thursday.
This survey has only been running since the beginning of 2015, so long-term comparisons aren’t possible. But the 328,000 vacant jobs recorded in the first quarter of this year are the lowest since the survey began. It’s down from around 400,000 vacant jobs in the same quarter of 2015.
“These results appear to be good news for businesses, since they reflect a smaller labour shortage in most activity sectors,” Caisse Desjardins senior economist Benoit Durocher wrote in a client note.
But what’s good for businesses struggling with worker shortages is “worrisome” for job-seekers and the economy as a whole, Durocher wrote.
“The decline in job vacancies means less opportunity for workers, both employed and unemployed."
(Given the VAST expansion of part time and temporary work it is no wonder that Cdns will readily dump a Mc`Job if they can find something better-or will simply fail to show up if their ride fails them! In many parts of the country one simply CANNOT obtain work if one does not have a reliable car since so many jobs require night shift work-either starting or ending when public transit is shut down. Yet too many companies will not provide the kind of pay needed to maintain a reliable car so the worker can appear when wanted by the employer and it is this need for mobility that is driving the steady expansion of motorists and vehicles with legal issues such as failed drive clean test, expired licence plate, no insurance etc. Insurance industry experts claim that one car in 4 on the road ought not to be there for one infraction or other!)
(There is not a shortage of workers-but there IS a shortage of jobs that Cdns can afford to DO! Foreign workers fit the McJob situation more than we Cdns since they can be jammed into housing Cdns would not live in and can be exploited in various other ways regarding hours worked, limited break time, awkward conditions tolerated and etc. If they complain, they can be threatened with deportation. Its worth remembering that the five Ukrainians who fell to their deaths from an over loaded scaffold in Toronto were on a job site that had been REPEATEDLY closed down for safety infractions!)
The Globe and Mail reported Thursday that the Liberals are planning to loosen rules on the temporary foreign worker (TFW) program when Parliament resumes in the fall.
“We’re ... going to reduce some of the barriers and the silly rules … in order to give companies freedom to bring in the best and the brightest,” Immigration Minister John McCallum told the newspaper earlier this week.
“We’ll get rid of many of these required labour-market impact assessments which slow things down enormously.”
Labour-market impact assessments are designed to ensure that the company applying for foreign workers has a genuine need for them, and that no Canadian can fill that need.
(Such a labour market “need” often produces artificial results such as the Asian family that wanted to bring in a relative who was otherwise unacceptable due to a criminal past. The family claimed they needed a specialized gardener to maintain the grounds around their house and that no Cdn could do the job-it was an end run around Cdn immigration law and if accepted , would have allowed a criminal into the country. But LIE-berals don’t care-just so long as they get immigrant votes!)
A spokesperson for McCallum said the government would eliminate these in certain cases where it would help attract top talent to Canada.
“What the minister wants to do is just find a middle ground,” the spokesperson said.
The Liberals’ move comes amidst what Durocher called “evidence of deterioration in the labour market.”
Canada lost 31,000 jobs in July, according to StatsCan’s labour force survey, released last week, and the jobless rate rose to 6.9 per cent.
Things looked worse beneath the headline number, as the country shed 71,000 full-time positions, partly offset by an increase in part-time jobs. The country has lost some 110,000 full-time jobs in the past two months.
Yet some businesses say they continue to have a hard time filling positions. A parliamentary committee looking into the TFW program heard from yogawear maker Lululemon, which said it’s experiencing “a critical talent shortage for key head-office positions.”
(I recall reading several job ads a decade back-the first calling for applicants who had 5 years experience in a new 2 year old computer program! Or the debate that broke out in Queens Park between NDP nitwits and other Mpp`s with the Ndp waving a job ad offering $400.00 salary per week plus commission for a sales position in a now bankrupt electronics store-at the time the money offered was pretty good-but there is NO truth in advertising! To get the `job` the first thing you had to do was tell the employer you were such a hotshot sales person that you would FORGO the salary and live only on commission-and there IS a reason why that chain of stores is bankrupt!)
The company said it uses the TFW program to fill its needs, but the program is “bureaucratic, sluggish and ill-equipped to meet the needs of high-skill, high-speed, globally competitive sectors,” the Globe reported.
However, many labour advocates and economists argue Canada's real job shortage is not for high-end tech talent, but for low-wage, low-skill jobs, which have the largest numbers of job vacancies.
(And of course, high end/high tech jobs usually get high pay too-unless you can sneak some third world- will work cheap in order to be in Canada- immigrant ahead of Cdns! And didn’t hypocrite LIE-berals whine about the Conservative version of this crap? And now LIE-berals are set to EXPAND the Conservative version? Nice!)
