Just get organized herself with the ships in the harbour waiting to unload, they couldn't find diesel fuel, the roads weren't getting cleared, couldn't clear a spot for a chopper to bring in Diesel fuel. Clear the docks to receive the supply ships a lot of things coulda been done instead of crying on the news that Donald isn't doing enough for us, people are dying, blah, blah, blah.
