Nixon opened the US to China. I presume his strategy was that trade would benefit both Americans and Chinese on the ground economically and make China and the US more economically interdependent; and that that growing interdependence would essentially force China and the US to work more closely together.
In many respects, his strategy worked. China is still far from being a democracy and continues to squash many basic human rights. However, it's still come a long way from the cultural revolution. We can say that China is less undemocratic and disrespects human rights much less than it used to. Steady Eddy. So it would appear that Nixon's strategy has been working with China.
So why not with North Korea? Why not cautiously explore some kind of trade agreement with North Korea. Just as it's become increasingly difficult for China to control all propaganda in an increasingly open market, North Korea would face the same dilemma.
