Because technology allowed us to drill deeper.. but there is only so much energy that can be used before it becomes unprofitable to get to the oil.

So now it's peak oil..

Steel works well. THe Amish been using steel wheels for a couple hundred years now. Natural rubber isn't bad. Just don't get it too hot or too cold. ANd pack a repair kit in your car.

Actually it won't matter because there will be no highways built or repaired.
