Present Canadian laws push private health care abroad, a loss of valuable source of potential consumer spending and tax revenue in the Canadian economy.
Meanwhile, we scratch our heads wondering where we'll get the money to help First Nations communities.
Why not allow privately-funded health care on reserves? This way, instead of traveling to the US, Cuba, and even Hong Kong among other places, Canadians seeking private health care could spend their money right here in Canada. This would create more jobs for medical professionals in Canada instead of abroad, and these professionals would pay their taxes in Canada too.
Environmentally, the shorter travel distances would reduce fuel consumption to reach hospitals abroad.
Also, hospitals on reserves would need to abide by indigenous laws, so First Nations could have access to hospitals that cater better than others to their cultural needs while still catering to other Canadians too.

Also, I'd rather free indigenous people to work in hospitals and make a positive contribution to people's lives than to force them to sell tobacco or open casinos etc.
On-reserve farms could also be exempted from supply-management and on-reserve media from Canadian-content rules. On-reserve businesses (or at least all on-reserve sole traders and worker cooperatives that do not participate in the weapons industry other than sports equipment) could be exempted from all import tariffs.
