The electricity is there everywhere: electrons with -ve charges and protons with +charges; but the exaggeration of this fact is not correct.
I can say also with more practical sense: hot objects and cold objects (which in fact has relation to the electrons and protons and energy derived from such charges.)
But speaking of hot and cold objects is more practical and easier to know and judge.
The hot object is alive and the cold object is dead.
Of course the entire solar system is under control of the sun with its electromagnetic field, its solar wind, its light and heat and gravity.

It would be hard to exaggerate the electrical force in the cosmos. It is like overestimating infinity.
Infinity, the width of the universe as we know it until we find the end of it. (we know next to nothing)

What I mean with the exaggeration of such 'electricity' concept.

If electricity means the negative and positive charges of the electron and the proton; then it is everywhere even if the matter is neutral; because every atom consists of electrons and protons.
But what I say is the heat and coldness as sign indicative of the active or inert object:
If it is a hot object: it will be active moving: spinning because of its internal heat, and moving around hotter object like the earth around itself and around the sun.
While the moon keeps the same face towards the earth because it is inert, having a cold core with no present volcano activity.

Temperature has absolutely nothing to do with it, it's a purely gravitational effect. There is no place in the equations of orbital mechanics where the temperature of the bodies appears, they're about masses, forces, distances, accelerations, and velocities. Temperature has no effect at all in them.
