Also, if the government wants to increase expenditure, make sure it goes to the most destitute, such as increasing funding for literacy, trades, and professional education for the unemployed. Given that Stats Can 2011 found about 50% (and 60% on reserves) of Canadians between the ages of 16 and 65 are functionally literate in neither official language, and that we want to promote reconciliation with Canada's indigenous peoples, that would be a good target for funding increases.
