The small town should make all municipal workers essential service. The volunteer firefighter should be available outside his normal working hours if the fire bell rings during his work hours that is when he is double dipping.

You should try a little punctuation.
Since all of our volunteer firefighters work, are you suggesting that they not be allowed to respond during the day or that the municipality does not have to pay them if they respond during work hours? In the case cited in the OP, he works in Toronto and isn't available to respond as a volunteer when at work.

He is getting paid so it really is not volunteer and he is a city worker so he is double dipping if it happens during his work hours so he should not get paid a separate wage on top of his city pay if he is needed during work hours he should get paid the one wage not two so the union is correct in the double dipping accusation.

Ok, try and follow....he works in a different place than he lives. He would not respond as a volunteer while on the job. The fact that he's a paid firefighter means that Toronto has paid firefighters, not volunteers.
