Naw, that required the industrial revolution and mass production of cheap firearms, which became common among the "common" man.............and suddenly, he could no longer be oppressed with impunity.
You see, back in the bad old days of bows and edged weapons, one had to practice constantly to gain and maintain a sufficient level of skill to stay alive in a fight. Only the rich elite could afford the time to train, and only they had the cash to hire professional men-at-arms to keep the peasants in line. European history is full of failed peasant revolts, as the elite and their pro fighters could handle a hugely disproportionate number of peasants.
Give me 30 minutes, and I can teach you how to use a musket, and you can hit a man at 40 paces. Then you can go back to earning your living, and in a month pick up the musket and you are ready. No outlandish amount of unavailable training time required.
At the introduction of firearms, they were simply too expensive for any but the rich....and their soldiers. So the problem stayed.
Then the IR put guns in the hands of American settlers. It is no accident that the first battle of the American Revolution was fought against British troops heading into the countryside to seize firearms from the people.
For the FIRST time, that didn't work out well for the elite.
