Deputy manager makes recommendations - he does not implement policy.
And no word on how TO is losing out without a Declared State of Emergency.
As to politics- damn straight it is being played.

As I have said, the technical aspects are not something that I can respond to. All I can comment on is how he acted when staff came to him for help in responding to the storm.

And technically, staff are in fact the ones that implement policy. Council makes the policies, and the staff go out and implement it.

OK, point taken.

On the point about "he is paid to make decisions", lots of people in city hall are paid to "make decisions". Council sets policy but staff make most of the decisions about how that policy actually gets implemented. A situation like this is no different. The people actually getting Toronto out of this mess are not politicians. It is staff with the knowledge and expertise that are getting this done. Politicians are really working from the sidelines, but their actions can definitely help or hinder the response depending on how they choose to conduct themselves.

The comments from Kelly are certainly a bit disturbing. If Ford is going to try to cling to the powers that he does have left at a time like this, he should at least be communicating with Kelly to make sure that everyone working on this at city hall is on the same page.

This is not a time to be territorial. We all want the same thing.

There are only very broad things, like declaring a state of emergency, that they specifically need approval for.

Ford isn't the all mighty decider. There are only certain things that he can do on his own. Unfortunately, a pretty key part of emergency response planning is in his hands and he seems intent on using that to his full advantage.

The really sad part here is that people are going to be without hydro for Christmas. I think that is sad.

I know. The city is so freaking big. Our hydro was all on by late last night. Our roads here are clear. Today there were problems with water pressure in toilets/taps in some of the grids. But we are small enough that by late afternoon it was taken care of. There are trees that look quite dangerous yet. They are broken and coated with ice...but we have power.

TO does not and it is a wicked thing to go without power especially at this time of the year during Christmas. People who are not city dwellers do not understand the magnitude of the problem.

I noticed on the news tonight that there are a lot of trees hanging over the power lines in Toronto. DOes anyone know why these were not pruned or removed long ago?

I parts of the city you'd have to cut most of the trees down because they are so tall they overshadow even the tallest houses. In the newer areas of town, since the 70's, the wires have gone underground.

A recent ruling in Ontario - this year about 4- 6 months ago - Person wanted to cut a tree down on their property- neighbor wanted the tree to stay- added this that and whatever to their property-Court ruled in favor of the neighbor(s) that they had to be consulted and could refuse permission on the removal of the tree.

That is a pretty meaningless statement.

The only fact that I am really worried about in this thread is that the staff responsible for the response to this crisis came to him and asked for his help, and he refused, for what appears to be purely political reasons.

Now he seems to be going rouge and not communicating with Kelly, who is in charge of most of the city business and is the contact person with the province, so that certainly isn't helpful.

And calling it an emergency won't make it any different.

It isn't just a label. It allows them to access more funding and resources.

It appears that the province is trying to work around Ford's stubbornness, but in a situation like this we really shouldn't have to be doing that.

And even if they do have it back, it will be patched together, and Ontario's 'lazy' linesmen will be working overtime all season to repair the damage.
