He says that he rushed over there because he thought that his brother was getting into an altercation.

The worst part about this seems to be that the brothers are now treating council chambers as if it is a WWF event. Running around taunting the crowd as any good heel would, and running around to get into "altercations". Councillor McConnell was an unfortunate casualty.
