The United States system of government makes no bloody sense.
It should not be within the power of Congress to shut down the operations of government through a mechanism such as refusing to pass a continuing resolution for spending. If there are bills or expenses, you pay them. That's how life works. My position is the same with the concept of a "debt ceiling." Your debts don't stop being debts just because they're above some pre-determined ceiling. Pay your bloody bills.
This would never happen in the Canadian system. Every money vote is a matter of confidence -- and if the Government is defeated, then Parliament is dissolved (or another Government that can pass spending measures is invited). While Parliament is dissolved, the Governor General issues "special warrants" for spending, that allow urgent expenses to continue to be paid, if not already appropriated by Parliament.
