It depends what you call cooperate ?
If Jack is asking for the moon, it's hard to see how you can cooperate if this is what your asking.

When he says cooperate, I believe he's talking about Layton having one goal or one plan, Harper having his own goal & plan, and both of them negotiating & cooperating with one another to reach a compromise.

...... instead of the old routine of Harper saying he'll work with the other parties, when in reality he shoves his plans down everybody else's throat and tells them to accept it as it is, or I'll screw you over somehow.

That's not cooperation.... that's thuggery.

Or he can just tell Layton and the rest of Parliament to get stuffed, do as he pleases and step down in his last year leaving the sap who steps into those shoes to take the heat for it. All the damage will be done and we can fight about how to fix it through the next few minority governments.

He doesn't have to cooperate, he has a majority. Do you think Chretien cooperated with Preston Manning? Do you think Pierre Trudeau cooperated with Joe Clark?

The people of Canada have given him a mandate to run this Country. No longer will he have to pander to the opposition. While he can certainly listen to their suggestions (which I am sure he'll do) they no longer hold a gun to his head.

The power has been returned to who it belongs.

The voter. And ultimately they will judge his actions.

Fair enough - but if he does pander a bit, that will definitely put the cons in good standing, while being defiant will actually harm your party in the long run. Don't make me say, 'I told you so' if he blows his wad this round and they regret it next election.

I don't think there will be any drastic shifts in Canadian policy.

I think layton will be better opposition than the liberals. he tends to formulation ideas instead of criticisms.
