What II did not see reported is how much the pregnancy rate has increased. If that has doubled as well as the infant mortality rate then there is no change, only a manipulation of statistics.
The birth rate in 1990 was 16.7 per 1000, and was 13.9 per 1000 in 2002. It's not a manipulation of statistics if the rate of maternal mortality doubles. That's why they express these statistics as rates instead of how many deaths there were.
