With a response like this it is clearly evident why your a have-not.
Like I said, go get an education!!

You should know that a have-not province means you have no money to pay your bills !!
But it also follows that you lack in decision making skills, if you had good decision making skills, you would have money to pay your bills!!

Making up definitions doesn't help you. A so-called have-not province simply means that the revenues generated in the province are lower than the national average. It has nothing to do with debt servicing, only with revenues generated from five categories, and obviously how well the rest of the country did.
