Pick one of the two countries give them some money it would be cheaper than
keeping them One important thing here is he would speak up if he was from
say Rwanda who might be looking for him. Can't ship him to a country where
he might get a death sentence? Well some years ago Canada shoved Ng
wanted in California for a host of crimes regardless of the death penalty

Like with any other contract, it takes two to tango. Rwanda has to be willing to accept the money too.

With a criminal record like his, if Rwanda itself isn't sure if he's even Rwandan, why would it take him?
